Property Mangement Safety Services
Training, consulting, certification, and a digital compliance platform — purpose-built for Ontario property management. Every service backed by a 100% achievement rate and 35+ years of CRSP-certified expertise.
Safety Training
MANDATORY — OHSA REQUIRED
- Working at Heights (CPO-Approved): Required for any maintenance, facade, rooftop, or mechanical work above 3 metres. The most commonly cited violation in property management Ministry inspections. New $550 ticket fine per worker without valid WAH training (2025).
- WHMIS 2015: All maintenance, janitorial, and pool/amenity staff handling cleaning chemicals, pest control substances, pool chemicals, and HVAC refrigerants. Among the most common non-compliance findings in multi-residential properties.
- Workplace Violence & Harassment Prevention: Ontario courts confirmed in multiple 2023–2025 decisions that OHSA harassment obligations apply fully in condominium settings, including harassment from residents. Mandatory for all workers and supervisors.
- OHSA Awareness Training: Required for all workers within 30 days of hire and for all supervisors. Most condominium corporations have never formalized this requirement — a significant compliance gap that's easily and cost-effectively remedied.
- JHSC Certification (Part I & II): A Joint Health and Safety Committee is legally required when 20 or more regular workers are employed. Many condominium corporations and property management companies cross this threshold without realizing the obligation. Smart Safety provides JHSC certification training and can serve as interim co-chair while internal members are trained.
HIGH-VALUE TRAINING — STRONG DIFFERENTIATION
- Supervisor Due Diligence: Superintendents and property managers supervise contractors daily. The 2024 Toronto condo manager fine was a due diligence failure. Targeted, practical training for this role is one of the most urgent needs in the sector.
- Confined Space Entry: Underground parking garages, boiler rooms, water cisterns, elevator pits, and mechanical rooms are all potential confined spaces — frequently unrecognized as such by property management teams.
- Contractor Safety Orientation: Property managers have a legal duty to ensure contractors are competent and safe. A custom, digitally-delivered orientation program — deployed through SafetyLoop — addresses this directly and creates an ongoing compliance record.
- Asbestos & Mold Awareness: Pre-1990 Ontario buildings commonly contain asbestos-containing materials. Property managers overseeing renovation or maintenance work must ensure staff and contractors receive awareness training.
- Emergency Response & Fire Warden: High-rise buildings require floor warden programs. Large property management firms running multiple buildings need a standardized, annually-refreshed approach to emergency response training across their portfolio.
- Pool & Amenity Safety: Condominium properties with pools, hot tubs, gyms, and rooftop terraces face specific obligations under O. Reg. 565 (Public Pools) and the OHSA. A largely untapped niche with virtually no specialized safety training providers.
Safety Consulting
OHSA-Required · High Volume · Recurring Revenue
Safety Program Development & Written Programs
- Most condominium corporations and property management companies have no formal written safety program — yet OHSA requires one. Smart Safety develops the full suite tailored for property management: WHMIS program, violence and harassment policy, emergency response plan, contractor management procedure, confined space entry program, and fall protection plan. Annual retainer fees to maintain and update programs create a reliable recurring revenue relationship.
Legal Obligation · Premium Engagement · SafetyLoop-Integrated
Contractor Pre-Qualification & Management Programs
- Property managers are legally responsible for contractor safety on their sites. Smart Safety designs and implements a full contractor pre-qualification process — WSIB clearance verification, insurance confirmation, safety program review, and digital site orientation — deployed on SafetyLoop so every contractor approval is timestamped, documented, and auditable. When a Ministry inspector asks for proof of due diligence, you have it.
ACMO-Endorsed · Immediate Value · Ministry Readiness
Ministry Inspection Readiness & Mock Audits
- ACMO's own 2024 guidance explicitly recommended that property managers partner with external safety consultants to identify gaps and simulate Ministry inspections. Smart Safety delivers this service on-site across your property portfolio — identifying the specific gaps that create enforcement risk and generating a prioritized remediation plan. A mock audit typically surfaces enough findings to generate a meaningful follow-on program development engagement.
Recurring Monthly Retainer · OHSA-Required at 20+ Workers
JHSC Support, Facilitation & Compliance Management
- Property management companies with 20 or more workers legally require a certified Joint Health and Safety Committee. Many simply don't have one. Smart Safety provides interim JHSC co-chair services, facilitates monthly meetings, prepares OHSA-required meeting minutes, tracks outstanding recommendations through to closure, and trains internal JHSC members — all documented through SafetyLoop. Scalable to any number of buildings.
Premium Urgency Fee · High-Priority · Trusted Advisor Role
Incident Investigation & Due Diligence Defence
- When a slip and fall, working at heights incident, or contractor injury occurs at a managed property, the property manager faces personal liability under OHSA. Smart Safety provides post-incident investigation services — establishing what happened, documenting the safety program's role, and producing a defensible corrective action plan for Ministry and WSIB purposes. Existing retainer clients receive priority response.
COR 2020 & ISO 45001 Certification
Property management companies bidding on contracts with institutional landlords — REITs, pension funds, government bodies — are increasingly required to demonstrate formal safety accreditation. No competing safety firm currently packages COR 2020 or ISO 45001 certification specifically for the property management sector in Ontario.
COR 2020
Certificate of Recognition — Ontario’s workplace safety accreditation. Smart Safety guides your firm from gap analysis through external audit. Our process includes program review, documentation alignment, internal audit preparation, external auditor liaison, and post-audit action plans. |

DIGITAL COMPLIANCE PLATFORM
SafetyLoop - Property Management's Missing Compliance Layer
Property management software like Yardi, AppFolio, and Buildium manage leases, maintenance requests, and financials. None of them manage OHSA compliance. SafetyLoop fills that gap — giving property managers a real-time digital compliance record across their entire portfolio.
Building Inspection Forms
Custom digital inspection forms for rooftop, mechanical room, parking garage, common areas, amenity spaces, and seasonal maintenance. GPS-stamped, timestamped, and signed. Every deficiency auto-generates a corrective action with a due date.
Contractor Management & Pre-Qualification
Contractors sign in digitally before any site work begins. System verifies their safety orientation is complete, WSIB clearance is current, and insurance is on file. Every site visit is logged — your documented due diligence defence in the event of an incident.
Incident & Near-Miss Reporting
Staff report slip and falls, near-misses, and equipment failures via mobile app in real time. Each report auto-populates the investigation form, tracks corrective actions, and creates the documented record needed for WSIB, Ministry, or insurance purposes.
JHSC Meeting Records
Monthly JHSC inspections, meeting minutes, recommendations, and management responses captured digitally. Tracks outstanding items, flags overdue responses, and produces the OHSA-required documentation in a searchable, exportable format.
Seasonal Safety Scheduling
Winter slip prevention inspections, spring roof inspections, summer pool safety checks, and fall equipment winterization — all scheduled, assigned, and tracked. Overdue inspections trigger alerts before they become compliance or liability issues.
Portfolio-Level Executive Dashboard
See every building’s compliance status on one screen — open incidents, overdue inspections, outstanding corrective actions, and training completion rates. Real-time visibility across your entire portfolio. No spreadsheets, no manual compilation.
HOW WE WORK
Our Target-0™ Three-Step Process
Proven across 35+ years and 20+ Ontario companies — the same process that delivers a 100% certification achievement rate, adapted for property management.
Step 1 — Program Review & System Update
We begin with a thorough assessment of your existing safety program against the requirements of your target standard or regulatory obligation. Our team updates all policies, procedures, documentation, and supporting forms to close every gap — ensuring your system is inspection-ready from day one.
Step 2 — Internal Audit Preparation
Smart Safety works hands-on alongside your team to build comprehensive audit evidence files, mentor your internal staff, conduct workplace visits, schedule and facilitate the internal audit, and prepare the complete internal audit package — including SafetyLoop deployment across your portfolio.
Step 3 — External Audit & Closure
We contact and schedule your external auditors, facilitate all required evidence, prepare your sites and staff, coordinate workplace sampling, and support your team through every phase of the external audit — then manage the post-audit corrective action plan through to full certification or compliance.
THE BUSINESS CASE
The Cost of Inaction vs. The Cost of Compliance
One workplace injury, one Ministry fine, or one successful OHSA prosecution costs far more than a comprehensive safety program. The numbers make the case clearly.
Cost of Non-Compliance
Cost of Compliance with Smart Safety
OHSA fine — first offence (corporate)
Up to $2,000,000
Annual training retainer (all mandatory training)
$10K–$25K/yr
Director/officer personal liability
Up to $1,500,000
Safety program development (one-time)
$8K–$15K
Average workplace injury (all costs)
~$59,000
SafetyLoop platform (per building/month)
$180–$280
Mandatory minimum — repeat corporate offence
$625,000+
JHSC support retainer (monthly)
$1,800–$2,800/mo
Reputational damage — resident/client trust
Unquantifiable
COR 2020 or ISO 45001 certification
$18K–$38K total
The bottom line — A comprehensive Smart Safety compliance program costs a fraction of a single Ministry fine — and a fraction of the reputational damage that follows a preventable workplace incident on a managed property.
